Currently, China's automobile and shipbuilding industries are rapidly developing at a double-digit growth rate annually, having become the world's largest consumer market and a pillar industry of the national economy with very broad development prospects. The construction of this project will not only strongly promote the development of China's engine industry but also play an important role in advancing the country's equipment manufacturing industry. It aligns with the State Council's strategic direction of actively introducing high-tech international shipbuilding technologies and highlights the importance and urgency of establishing an international engine base in response to the global financial crisis. Through close consultation, exchange, and cooperation with renowned engine manufacturers from Europe and America, Tsinghua University, the People's Government of Wendeng City, Zhuoda Group, and the China Machinery Industry Federation jointly plan to build an international engine industrial base in Wendeng, Shandong. The 300,000-ton Zhangjiabu New Port developed by Zhuoda Group, along with the planned construction of the Xiangshuihai New District and the China Advanced Technology Equipment Park, will all become excellent supporting facilities for the construction of the international engine industrial base.

　　The international engine industrial base will establish a high-end platform for engine manufacturing and technology research and development through joint ventures and cooperation with European and American engine production enterprises, creating a win-win situation for all parties; at the same time, it will introduce internationally advanced technology to produce world-renowned brand engines, enhancing the international competitiveness of China's large ship and mining engines.

　　The base will form a joint venture called "Zhuoda Power" with well-known domestic and foreign enterprises to comprehensively develop and construct the base. The first phase of the project covers about 200 hectares, with an estimated investment of 4 to 8 billion RMB, a construction period of 2 to 4 years, and an output value exceeding 10 billion RMB. The taxes and profits paid will reach several billion RMB. Several internationally leading engine production lines will be planned and introduced to accelerate the development of China's mining and ship engine manufacturing industry.

　　The project will leverage the introduction of internationally advanced technological equipment to form a late-mover advantage, rapidly enhancing China's independent innovation capabilities in engine manufacturing. The combination of high technology and independent innovation will be the project's development goal, playing an important role in contributing to the regional manufacturing economy's total output, increasing industrial tax revenue, and solving labor employment issues.

　　On February 18, 2009, the China Machinery Industry Federation, Tsinghua University, Zhuoda Group, and the People's Government of Wendeng City, Shandong Province, jointly held the signing ceremony and press conference for the international engine industrial base project at the Diaoyutai State Guesthouse in Beijing. Once fully completed, the base will achieve an annual production capacity of over one million units of various engine types, becoming a globally important engine production base and promoting the transfer and agglomeration of international ship and mining equipment manufacturing enterprises to the international engine industrial base.
