On May 17, the Central Committee of the Communist Party of China and the State Council issued the "Guiding Opinions on Promoting the New Pattern of Western Development in the New Era."

　　The "Opinions" proposed thirty-six measures, including: strengthening the planning and construction of western infrastructure, accelerating the planning and construction of major projects; continuing to increase the construction of key cross-provincial power transmission channels such as West-to-East Electricity Transmission, enhancing clean power transmission capacity; improving the construction of Beibu Gulf ports to create internationally competitive port clusters; increasing the proportion of direct financing in the western region, and applying green channel policies for IPOs of enterprises in impoverished western areas; and building a number of oil and natural gas production bases in the western region.

　　Accelerate the planning and construction of major projects such as the Sichuan-Tibet Railway, the Riverside High-Speed Railway, the Chongqing-Kunming High-Speed Railway, and the Xi (Ning) - Cheng (Du) Railway. Emphasize the coordinated development of high-speed railways and conventional railways, and continue to operate many stations with low ticket prices for "slow trains." Reasonably plan and construct a number of key water source projects, backbone river and lake governance projects, and large irrigation district projects; strengthen the continuation and modernization of medium and large irrigation districts, governance of small and medium rivers, risk elimination and reinforcement of dangerous reservoirs, drought-resistant water source projects, and mountain flood disaster prevention.

　　From May 18 to 20, Mr. Yang Qiang, Manager of the After-Sales Network Development Department of Weijia Power (Perkins' agent in 18 provinces of China), visited Yunnan and Guizhou. He signed OEMD agreements with XCMG Group's agents in Yunnan and Guizhou—Xiangjianglong (Yunnan) and Hengdaxin (Guizhou), respectively—to support the construction projects of the new western development pattern.
